With our current `site` we will need one of {`parker_beta`,
`parker_stable`}.
To make sure the user has decided to use one of those, let's quit with
an error, if it is not supplied.

`make manifest` does not take the `BROKEN=1` parameter, like other build
commands do.
But it seems the underlying `scripts/target_lib.lua` does get this info
from the environment anyway. So we can pass that info, bypassing the
makefile.

lantiq-xway isn't needed anymore...

This is needed by the 'make manifest' step. But it does not seem to
reliably create it itself.

Until now patches for gluon have been organized in the site-repo. From
now on they are maintained as a stack of patches on top of the
gluon-upstream in our own fork.
