Split basic radio configuration from gluon-mesh-batman-adv as this will
be required for virtually any wireless mesh protocol.

This package takes care of setting:

  - wireless channel,
  - htmode and
  - regulatory domain

gluon-mesh-batman-adv-core depends on this package.
